Position Information

NON-SCHEDULED DAYS: Saturday/Sunday

HOURS: 08:00 AM - 05:00 PM

Functional Purpose

Writes, modifies, classifies, and evaluates job descriptions to support the design of organizational structures and identification of talent requirements.

DUTIES AND RESPONSIBILITIES

1. Writes and modifies job descriptions to describe the duties, responsibilities, and knowledge, skills, and abilities (KSAs) required to perform jobs at entry for bargaining and non-bargaining jobs.

2. Performs job analysis activities (e.g., interviews, focus groups, survey) in support of writing job descriptions and designing organizational structures. Consults with functional managers and subject matter experts (SMEs) to collect relevant information about the job, structure, and talent needs.

3. Performs job evaluation activities leveraging internal and external compensation related information. Utilizes a point factor methodology and external market salary software (e.g., ERI, Pay Factors, Comp Analyst) to determine appropriate pay grades for jobs; ensures internal equity and alignment with industry. prepares and documents analysis to inform recommendations

for the appropriate job grade level.

4. Analyzes job information to determine the appropriate occupational group, classification, background investigation level, and Fair Labor Standards Act (FLSA) designation. Uses standard operating procedures (SOPs), guidelines, and training materials for job classification and evaluation processes, policies, and methods.

5. Synthesizes qualitative and quantitative data and prepares summaries of findings. Develops recommendations for job design and architecture based on analysis of organizational structure, internal, and external research.

6. Advises on position reclassifications and successor analysis for employee repositioning during the implementation of new job descriptions and organizational changes.

7. Uses human resources information systems (HRIS) to develop, maintain, and validate accurate job description and qualification statements for both bargaining and non-bargaining jobs.

8. Research current staffing, verifies criteria, and implements staffing criteria. Supports the development of staffing models through data analysis, job observations, and participating in projects.

9. Works collaboratively as a member of a team to support organization and job design projects. Independently completes projects and assignments such as data analysis, research and reporting for assigned job design and job architecture requests.

Qualifications/Requirements

1. Knowledge of the principles, practices and techniques of job analysis, job classification and evaluation at a level sufficient to determine appropriate classification attributes, including FLSA, job families/ series and pay levels.

2. Ability to establish and maintain effective work relationships with employees and internal customers at all levels of the organization.

3. Ability to analyze qualitative data by organizing and breaking it down into smaller components to identify commonalities, trends, and cause -effect relationships to assist in problem solving and decision making.

4. SPECIAL CONDITIONS: Applicant must submit to a Moderate Background Investigation (MBI) or Tier 2 investigation. This investigation requires, among other things, completion of a questionnaire and fingerprinting for a criminal records check. The investigation may require a drug test. The successful applicant will be required to meet and maintain the requirements of this

level of background investigation while holding this position.

5. Ability to write, review, and provide recommendations on job descriptions to accurately describe job functions, duties, responsibilities, and requirements/qualifications needed at entry.

6. Ability to communicate with technical and non-technical audiences both verbally and in writing to discuss organizational needs, understand business problems, explain job architecture processes, and provide guidance to internal stakeholders.

7. Ability to conduct job analysis, collect information and data, perform analysis, evaluate findings, and develop recommendations.
